To fully and scientifically evaluate delicacy management level of water conservancy projects, the index system with great maneuverability is formulated based on the theory of PMBOK and “Evaluation methods for delicacy management of water conservancy projects in Jiangsu Province(trial)” as well as its check criteria, and the combined evaluation model is established by means of the analytic hierarchy process, Delphi method, central point whitening weight function clustering and fuzzy comprehensive evaluation method. As the leading manager in water conservancy industry of Jiangsu Province, Jiangdu Water Conservancy Project Management Office has explored much in practice of delicacy management. The proposed model is used to empirically analyze the level of delicacy management of water conservancy project in Jiangdu. The evaluated results show that the level of delicacy management of water conservancy project in Jiangdu has got a comprehensive score of 8. 64, and its grade of membership is excellent. According the evaluated results the relevant suggestions are put forward so as to provide theoretical and empirical reference for accurate guidance of delicacy management of water conservancy authorities.
