In order to probe into the interaction relationship and development law between drought and water shortage, the concepts, implications and evaluation indicators of drought and water shortage are summarized in this paper. Reviewing of the domestic and international research progress of the mutual relationship between the two related issues has been done here. And future research direction in this regard has been forecast as well, expecting to provide some theoretical basis and reference for future research.
