Based on the analysis of the necessity andfeasibility of implementing Water Resource Management Contract (WRMC) in China, this paper establishes WRMCmode according to the requirements of the most stringentwater management system and the reality of China topromote the reform of water conservancy investment andfinancing system. At the same time, to promote thedevelopment of WRMC and to rapidly deal with the shortageof water resources and water pollution governance, it makesthe following suggestions: market-orientation, governmentalfinancial support, water resource fee aid, demonstration andcognizance, technical innovation and measurement.
