    摘要:

    高校科技创新能力是评价高校在国家创新系统中地位和作用的重要依据,其评价体系与方法亟待完善。结合主成分分析和熵值法,以100 余所“211冶及省部共建的高校为研究对象,构建了高校科技创新能力评价指标体系,并对研究对象在2009 年至2013 年的科技创新绩效进行评价。基于主成分分析和熵值法模型的分析能兼顾主观和客观因素,对评价高校科技创新能力具有有效性和科学性。另外,针对目前科技发展存在校际和地区间不平衡问题,提出在构建高校科技创新能力评价体系中应引入质量因子等新指标,建议高校科技创新能力评价应根据不同发展阶段采用分类评价指标体系。

    Abstract:

    Universities 'scientific and technologicalinnovation capacity is an important basis for the evaluationof universities'status and function in national innovationsystem. Its evaluation system and methods need to beperfected. Based on the principal component analysis(PCA) and entropy value method, the evaluation indexsystem of universities ‘scientific and technologicalinnovation capacity is built. The paper takes more than 100universities which belong to 100 key universitiesconstruction project of the 21st century or are sponsored byprovincial government for instance and evaluates theirscientific and technological innovation performance from2009 to 2013. Then the paper puts forwards that the newevaluation system on the basis of the principal componentanalysis and entropy value method can take both theobjective and subjective factors into consideration, which is effective and scientific for the evaluation of universities爷scientific and technological innovation capacity. In order tocope with the unbalanced development of science andtechnology among universities and regions, it proposes thatthe new evaluation system of scientific and technologicalinnovation capacity should use new index of quality factorand should be categorized pertaining to various stages.
