The severe outflow of China's excellent academic papers is comprehensively and concretely presented on the basis of the statistics of SCI and SSCI in 2014. On the one hand，the paper shows the four reasons of severe oulLlow of China's excellent academic papers:lacking national-level macro guidance，lacking scientific evaluation mechanism， lacking internationally influential journals and having a large gap between domestic journals operation mechanism and overseas operation mechanism. On the other hand，it puts forward four specific and practical countermeasures: strengthening macro-level national guidance，supporting top international journals with superior resources，adj us ting scientific evaluation policy and deepening the reform of journal system.
