节能减排是发展低碳经济，建设生态文明的必由之路。运用ＤＥＡ 的ＧＭＬ 指数法和Ａ⁃ＥＢＭ法相结合的创新模式测算有碳约束下２００６—２０１４ 年江苏省地级市节能减排效率。结果表明：江苏省节能减排效率均值为０ ８２９，９ 年间整体上升２ ０％，其中Ａ⁃ＥＢＭ 效率呈“Ｗ”型变化，ＧＭＬ 指数的变化呈现波动向上的“Ｍ”型；空间区域分布特点为苏南地区领先、苏中次之、苏北地区相对落后。
Energy Conservation and Pollution Emissions Reduction is only way for the development of low carbon economy and the the construction of ecological civilization. It is beneficial to promote energy conservation and emissions reduction work and accurate implementation with the its efficiency evaluation of regions and cities of Jiangsu province. Based on the Global Malmquist Luenberger index and Adjusted-Epsilon Based Measure, we estimated the energy conservation and emissions reduction efficiency and its growth rate and analyzed its temporal and spatial disparities in Jiangsu from 2006 to 2014.According to the results, the energy conservation and emissions reduction efficiency of the Jiangsu was 0.829, which increased 2.6% annually from 2006 to 2014. And the changes of energy conservation and emissions reduction efficiency in Jiangsu province fluctuated a upward trend of "M" type and the A-EBM a “W” type. The energy conservation and emissions reduction efficiency rankings of regions is that South Jiangsu led, Center Jiangsu in the middle and the North is relatively backward. Regional variation coefficient is less than the inter-city variation coefficient, and the trend of gap is narrowing. The technological progress is essential for the improvement of energy conservation and emissions reduction efficiency in Jiangsu and the technology preferences of economic scale also cannot be ignored.
