With regard to present water law related to use control, lacking maneuverability and failing to meet the demands of new situation are the key problems. The paper centers on the construction of the strictest water resources management system and points out that it is important to form China's development 〖JP3〗path. Then, in order to realize the efficient and sustainable utilization of water resources, the recognition mechanism of water resources use, the regulation mechanism of water resources classification and change, the space protection mechanism and the use monitoring mechanism should be gradually established.
