Abstract:Besides non-regulatory methods, Japanese Environmental Law adjustment method includes comprehensive approach, economic methods,information-based methods, administrative guidance,environmental agreements, ex-post measures, etc.Both regulatory and non-regulatory methods have their advantages and disadvantages. Thus, fairness and efficiency should be taken into account equally. At the same time, both methods should be used in different situations and in a comprehensive way. Also guidance method should be used to guide the direction of the uncertainty of environmental risks, life-style pollution and environmental comfort issues. The adjustment method of environmental law in China has some shortcomings, such as lacking of administrative guidance and application of environmental agreement.Therefore, it is necessary for China to learn from Japan's experience and improve it.
