Abstract:As a developing country, poverty is inevitable in China after 2020. Based on international experience, the effectiveness of poverty alleviation and China’s national conditions, new poverty standards should be set according to the changes in people’s basic needs. This is in line with the usual practice of most developing countries and reflects the effectiveness of China’s poverty alleviation. More attention should be paid to deep povertystricken areas’ supportive targets and special disadvantaged groups to help them go out of poverty. Poverty reduction strategies should promote antipoverty toward urbanrural integration because the integration of urban and rural household surveys, the integration of the two systems of subsistence allowances and poverty alleviation and the equalization of urban and rural basic public services can lay the foundation for an overall solution to urban and rural poverty. The policy orientation of poverty after 2020 can be the following: The regional policies are to deal with the external constraints restricting the development of the underprivileged and deep povertystricken areas; The development of propoor policies are to enhance the ability of the general underprivileged to move upward; The special drip irrigation poverty alleviation policies are to lift the special povertystricken people to go out of special dilemma; The integrated urban and rural antipoverty system is to solve poverty “vacuum zone”.
