The mission of the ENGO is to help the government to deal with the increasingly severe environmental problems through the construction of “cooperation” relationship with local government. Based on the research of “Green Xiaoxiang”, the environment protection organization, the research has found that the ENGO often take “hard ” and “soft ”combined action strategies to establish a cooperation relationship with local government and assist the local government to govern the environment. ENGO implements “hard” strategies based on the new media platform “online campaign” and volunteers’ “offline action”.Then it fits into the governmental policy oriented strategy. In order to assist and cooperate with the local governments to conduct the environmental governance, ENGO has taken some “soft” strategies: keeping cooperation with government by standing on the opposite side of the government instead of confronting with government; keeping double cooperation by playing the hero or playing the villain; keep dealing with problems by overt means instead of covert means with the help of local persons. “Soft approach” is the continuation of the “hard approach” and is the strategy transformation of ENGO, which makes it possible to find a biggest point of interest balance in the limited political space so as to promote the practice of environmental governance effectively.
