Smarter city is a new concept and mode of urban development，which is still in a situation of constant self-improvement. Governments at all levels should undertake the important task of building a smarter city. Technological revolution and institutional change are conducted in an intertwined manner. Resilience reflects the resistance to external shocks. A resilient system can adapt to practical needs，enhance the self-recovery capability of the urban system，and effectively deal with new situations and problems that emerge endlessly. Responsibility drives people’s behavior，which is the guarantee of the institutional system. The construction of government responsibility is also the responsibility construction of people who exercise government public power at the micro level. Only through the combined forces of multi-dimensional responsibilities such as politics， rule of law and administration can the government make a sustainable overall plan for the construction of a smarter city.
