    摘要:

    针对新型城镇化拆迁安置区占地面积广、居住人口密集、管理难度大等特点,江苏靖江新桥镇创设了“365”模式。实地调研发现,该模式利用区块链技术特点,对居民进行计分化、网格化、奖励化的管理,有效解决了居民参与度低,公共意识淡薄等问题,并借助区块链理念完成了信息流向资金流的转化,保障了模式的可持续发展,实现了拆迁安置区居民的“共建、共治、共享”。“365”模式是将区块链理念应用于拆迁安置区治理的成功实践,有效解决了拆迁安置区治理中的基本矛盾,给全国相似拆迁安置区的治理模式创新提供了可借鉴的经验。

    Abstract:

    With the advancement of new-type urbanization,centralized resettlement areas for rural have begun to emerge. The governance of demolition and resettlement areas has been widely concerned. In view of the large resettlement areas, the dense population and the difficulty of management,Xinqiao Town of Jingjiang,Jiangsu Province has formed a “365”model. According to the field investigation,this model utilizes the characteristics of blockchain technology to score,grid and reward residents,which effectively solves the problems such as low participation of residents and weak public awareness, and completes the transformation of information flow to capital flow by using chain of blocks,thus guaranteeing the sustainable development of the model and the realization of “co-construction, co-governance and sharing”of residents in the resettlement areas. The “365”model of community governance based on blockchain not only solves the basic contradictions in the governance of demolition and resettlement areas, but also provides practical experience for the innovation of governance mode of similar centralized residential areas in China.
