Abstract:Oneway linear management model of Party and government leading cadres cannot meet the needs of cadre management in the new era. There are structural tensions and imbalances in concept, order, norms and practice. As an allround innovation of traditional management concepts, systems and methods, the structural management of Party and government leading cadres emphasizes the multi directional interaction among the management elements. The exploration of structural management system based on systematic thinking is an important way to understand and realize this model. Therefore, it is necessary to grasp the structural management from the static system of connotation, structure, content and the dynamic system of operation and guarantee to deepen the theoretical system of Party and government leading cadre management and promote the reform and innovation of cadre management.
