    农村集体经济发展模式的创新推广是全面推进乡村振兴战略的重要抓手,对于我国广袤乡村的经济社会变革具有推动作用。然而,在政府主导的新型农村集体经济模式推广过程中,不少村庄在学习后却陷入发展困境,政策效果不佳,由此值得反思,为何一项已经得到实地验证,并被推广对象所接受的政策模式还会失去效果?与实在主义的解释路径相对,基于苏南J县的长周期调查和多案例比较,将叙事建构作为分析视角,尝试从技术-情感、问题-机会、共识-决策等本土维度呈现模式推广的互动情境,揭示模式推广的叙事手段及其影响下的组织决策。研究发现,模式推广失效肇始于决策阶段的理性偏离,政策对象的认知和决策一直处于被叙事建构的境地。究其原因,科层运作的偏好及能力催动了带有价值指向的叙事生产;推广叙事经由注意力吸引、对立选择和情感介入建构了共有观念和折中决策,同意源自制造;推广叙事中的组织决策受到信息失真、内外部矛盾和忽视地方因素的困扰。研究进一步诠释了组织决策的“叙事理性”,借此检视农村各类政策典型的推广过程,启示在于:一方面要“讲好故事”,重视具有价值建构功能的政策叙事;另一方面要“讲真故事”,警惕政策知识生产的异化和经验传导的扭曲,保留政策对象自主判断和选择的空间。

    Abstract:

    The innovation and promotion of the rural collective economic development model is an important starting point for comprehensively promoting the rural revitalization strategy, and it plays a role in promoting the economic transformation of China’s rural areas. However, in the process of the government-led new rural collective economic model promotion, many villages have fallen into development difficulties after model-learning. Therefore, it is worth reflecting on why a policy model that has been verified in the field and accepted by the promotion target still loses its effect? Contrary to the interpretive approach of realism, based on a long-term survey and multi-case comparison of County J in southern Jiangsu, this study takes narrative construction as an analytical perspective, and attempts to present the interactive situation of model promotion from local dimensions such as technology-emotion, problem-opportunity, consensus-decision, which reveals the narrative means of model promotion and organizational decisions under the influence of the former. The research finds that the failure begins with the rational deviation in the decision-making stage, and the cognition and decision-making of policy objects are always in a situation of being constructed by narrative. The reason is that the preference and ability of bureaucracy drives value-oriented narrative production. Promotional narrative constructs shared concepts and compromise decisions through attention-grabbing, opposing choices, and emotional engagement, and consent comes from manufacturing. And organizational decision-making is plagued by information distortion, internal and external contradictions, and neglect of local factors. The study further interprets the “narrative rationality” of organizational decision-making, and examines the promotion process of various “policy models” in rural areas.
