The organizational mode and problems of the current planning as well as the necessity of "whole basin" planning of Lancang Mekong River are analyzed. Based on the successful experience from planning of Danube River basin, the organizational mode framework of "whole basin"planning in Lancang Mekong River basin is proposed. It may provide some suggestions for achieving the mutual cooperation of developing the water resources in the whole basin in the future.
