Based on the analysis of the structure of construction cost of renewable resources, an appraisal index for the cost of idle resources is introduced so as to enhance the control effectiveness of resource cost and to improve the engineering economic significance of the resource equilibrium optimization. Finally, the validity of the new index is verified through an example of a pumping station, and it may provide a new way for improving the problem of explicit cost in resource— leveling optimization.
