Under the background of the new normal social and economic development and comprehensive practice of the strictest water management system in China, it is very important to control the total amount of water. The water consumption statics work should be urgently implemented. With the help of the relevant research results of statistiacl organization system design, field investifations are carried out to analyze the current situations of water managment and statistical work of total water use. The shortcomings in the existing researches are pointed out. On this basis, it is put forwars that there are two feasible organization schemes;(1)department of government statistics-led. According to the objective orientation mechanism and combined the advantages and disadvantages of the two methods, the organization system for the water use statics work should be led by the department of water administration. By abalyzing the tendency from the water resources "fee" to "tax", the correlation between the total water statistical work and the water resources tax system is defined. The design principles for the organization structure of water use statistics are discussed. Furthermore, the organization system of water consumption statistics as well as the tasks and responsibilities of the main partners is designed based on the water resources tax system.
