From the release of government and local policies, the maturity of computer technology and internet of things, the development of plateau agriculture and the deficiency of rural labor force, the opportunities for developing modern water conservancy in Qinghai Province are investigated. The relevant problems are analyzed from the aspects of fiscal fund, scientific and technical extension and construction of infrastructure. Finally, some countermeasures are proposed, such as focus on modern agriculture and ecological construction, promotion of scientific and technical extension system, creation of demonstration parks and improvement of policies and organizations.
