The strengths, weaknesses, opportunities and threats of water-ecological civilization construction in Hefei City are assessed and summarized by using the SWOT analysis method. On this basis, some references and ideas are provided for the construction of urban waterecological civilization from the following aspects: (1) government leading, department coordination and improvement of the relevant institutions, policies and legislation; (2) increase of financial investment, improvement of funding mechanism and promotion of the development of emerging industries; (3) strengthening of propaganda and construction of diversified participation modes; (4) focusing on theoretical research and talent training.
