Based on the evaluation system for development of tourism resources and the national standards for establishment of the national water conservancy scenic areas, an evaluation system for the potential of tourism development of water conservancy scenic areas is established by using the Delphi expert method. The comprehensive evaluation of the tourism development potential of the National Water Conservancy Scenic Area in Huai'an of China is realized by using the AHP-fuzzy comprehensive evaluation model. The results show that the comprehensive membership value of the tourism development potential of the National Water Conservancy Scenic Area in Huai'an is 0. 362, and the evaluation value is satisfactory. However, the management level and infrastructure construction are still to be improved.
