The main problems in the allocation criteria, functional structure and management mechanism of the special assets of water administration enforcement teams are analyzed based on the current status of a case study of Xuzhou City. Through the analysis of various factors for allocation of the special assets, that is, institutional functions and mission requirements, technical performance and operating costs, water administration supervision and enforcement environment, economic development level and financial conditions, the basic principles of "overall allocation, on-demand allocation, economical nature and dynamic adjustment " is put forward for the water administration enforcement team. The special assets are allocated by using the methods of work units, work groups, market inquiry and reference status. Finally, the allocation standards and countermeasures of the special assets of water administration enforcement team are proposed. It may provide a reference for the decision-making of scientific and reasonable allocation standards of special assets for water administration enforcement teams.
