In order to better deepen the reform of water affairs, starting from the purpose and content of the reform, the interest preferences and responsibilities of the government, the water companies and the social public in the process of integrated water resources management are discussed from the perspective of the theory of stakeholder preference. And thus the relationship structure of the stakeholder responsibility is formed. Aiming at the realistic problems in the responsibility relationship among different stakeholders, some suggestions are put forward as follows: establishment of appraisal system based on relationship between rights and responsibilities, improvement of regulatory system and social monitoring platform, strengthening of social supervision for the external constraint on the government and the water companies.
