Based on the investigations of High-tech Park Project for reservoir resettlement in Lucheng District of Wenzhou City, the successful experience of constructing entrepreneurial platform, solving immigrants' employment problems, strengthening immigrants' training of labor skills, promoting regional industrial cluster development in this project is summarized. The project is characterized by the two-wheel driving of “top-level design” and “feeling the stones across the river” and by the driving of the upper and lower collusion of the government and the immigrants. The benefits of the production support in the project include immigrants' employment, family income, industrial cluster development, and the existing problems in the startup projects are short project investment and construction fund, immigrants' backward ideas and obstacles in immigrants' social integration. Some useful suggestions are put forward as follows: improvement of the employment platform, strengthening of the supervision of resettlement funds, increase of the administrative supervision of the immigration work and improvement of the self cultivation of the immigrants.
