With regard to the problems of evaporating, emitting, dripping and leaking in the colleges and universities in China, the causes are analyzed, and the water-saving management contract mode is introduced into the water-saving management in colleges and universities. Based on the case study of Hebei University of Engineering, the water-saving measures in its two campuses are modified, and the efficiency of the modified measures is analyzed. The results show that the water-saving rate per month after modification is over 40%. The successful application of the proposed mode indicates that the water-saving projects in colleges and universities can be carried out smoothly by combining the water-saving management contract mechanism.
