Abstract:The pilot demonstration of water rights is taken as the research object under the background of carrying out the reform of water rights at all levels in China. According to the general needs of construction work of water rights and water markets and following universal, scientific, integral, purposive and dynamic principles, a four-level deformation evaluation system is established, which takes five pieces of reform work of water rights, “right confirmation work”, “water market construction”, “organization and supervision”, “infrastructure construction” and “reform and innovation”, as the standard layers. And then the weight of each index is assigned by AHP, and the Delphi method is used to score the second-level indices. The evaluation system is used to evaluate the two typical pilot projects of water rights in Shandong Province. The quantitative evaluation of reform of water rights in these two places is obtained after revising the results according to their respective pilot tasks. The proposed evaluation method is not limited to the evaluation of the pilot areas, and it can be used to evaluate the general performance of work of water rights in the future.
