The contract water-saving management is an innovative mode to apply the market mechanism in the water-saving management, and it is also an effective measure to implement the water control policies of “water-saving priority, spatial equilibrium, systematic treatment and government-market management” in the new era. By summarizing the current development status of contract water-saving mode, the feasibility of involving the saved water quantity by different fields and water users in the process of water right transaction is analyzed, and the difficulty and institutional requirements of involving the saved water quantity under contract water-saving management mode in the process of water right transaction are investigated. Finally, the path and some suggestions to involve the saved water quantity under contract the water-saving management mode in the process of water right transaction are put forward.
