Through the comparison of the measuring methods for benchmark rate of return, based on the statistical data of the seven-year national rural hydropower statistics from 2011 to 2017, the economic evaluation of the hypothetical power station H is put forward, its financial internal rate of return is calculated, and the results are analyzed. Considering the main influencing factors determining the value of the benchmark rate of the small hydropower industry, the results are verified to prove to be scientific.
