The problems such as short water resources and water environmental pollution in China are severe, the industrial sector consumes a large number of water resources, and the industrial wastewater greatly pollutes the water areas. Taking Zhejiang Province as the research area, the green efficiency of industrial water resources is calculated by DEA-SBM model considering unexpected output, and the Tobit regression model with fixed panel effects is employed to study and analyze the influencing factors for the green use efficiency of industrial water resources in Zhejiang Province in order to find a way to save green water resources. It is found that the opening level has promoted the green efficiency of industrial water resources in Zhejiang Province, while the environmental regulation has had restricted action. The corresponding policy suggestions are put forward to improve the water-saving capacity and pollution-control capacity of Zhejiang Province.
