    摘要:

    根据经济增长速度和用水量增长速度,将中国31个省市自治区(不包括台湾省、香港和澳门特别行政区)划分为4组,运用LMDI乘法模型将用水量变化分解为投资强度效应、投资效率效应、经济规模效应和人口规模效应。研究发现:各组及各省市自治区用水量变化及驱动效应存在较大的差异;经济增长和人口规模扩大是用水量增加的首要和次要因素,投资效率提高和投资强度下降是抑制用水量增加的首要和次要因素。因此,各省需要制定具有针对性的可操作性节水政策,提高节水意识,提升投资的绿色化,升级优化产业结构,最终完成水资源消耗总量和强度双控行动的目标。

    Abstract:

    Quantifying the driving factors of the change of water consumption in various provinces is conducive to promoting the implementation of the dual-control action of consumption quantity and intensity of water resources and the establishment of water-saving society in China. According to the economic growth rate and water consumption growth rate, 31 provinces in China are divided into four groups. The change of water consumption isdecomposed as the intensity and efficiency of investment and the scales of economy and population by using the logarithmic mean Divisia index. The research results show that there are relatively large differences between the changes of water consumption of different groups and provinces and their driving factors. Also, the dominant factor and the secondary factor of the water consumption growth are the economic growth and the expansion of population, while those of the water consumption control are the improvement of investment efficiency and the decline of investment intensity. Therefore, all the provinces need to establish specific and practical policies for water conservation, promote high-quality development, enhance water-saving consciousness of the public, accelerate green investment and upgrade and optimize industrial structures so as to achieve the goal of the dual-control action.
