    摘要:

    借鉴企业绩效评价的方式方法,通过逻辑论证,分析了河长制绩效评价体系理论研究的起点、研究假设、研究原则和内容框架的设计等要素,构建了河长制绩效评价的理论框架,指出河长制绩效评价体系是针对河长绩效考评的一套责任分解和落实的制度安排,可以为维护河湖健康生命、实现河湖功能永续利用提供评价方法,为河长制提供相关制度保障。

    Abstract:

    Based on the methods for enterprise performance evaluation, the starting point, research hypothesis, research principle and design of the content frame of the performance evaluation mechanism of the river chief system are analyzed through the logic demonstration. The theoretical framework of the performance evaluation of the river chief system is established. It is pointed out that the performance evaluation mechanism of the river chief system is a set of responsibility decomposition and implementation for the performance evaluation of the river chiefs. It may provide an evaluation method for maintaining the healthy life of rivers and lakes and realizing their sustainable use, and the relevant system guarantee for the river chief system.
