The construction of happy rivers and lakes cannot be separated from the financial support. The concepts of the construction of happy rivers and lakes and the green finance are elaborated. And then, the difficulties and problems of the green finance supporting the construction of happy rivers and lakes are analyzed, such as the backwardness of water market, the low enthusiasm of financial institutions, and the risk of repayment of capital investment. Some suggestions are put forward, that is of promotion of market of water right trade, improvement of institutional supply and innovation of products of green finance and service mode.
