The improved three-stage SBM-DEA model is used to evaluate the industrial water use efficiency(WUE)of various provinces and cities in China, and the Theil index is used to explore the regional differences of the national industrial WUE. The results show that the external environment and random interference are the important influencing factors that cannot be ignored. The economic development level, environmental regulation and per capita water resources have positive effects on the improvement of industrial WUE, while the degree of industrialization and the degree of opening to the outside world have obvious negative inhibitory effects. After the revision, the industrial WUE in China increases significantly and shows an increasing trend. The spatial distribution of the regional industrial WUE changes from “high in the east and low in the middle” to “high in the east and low in the west”. The spatial pattern of the industrial WUE in the Yellow River Basin is higher than that in the Yangtze River Basin. The number of provinces in the low industrial WUE group is the largest, while the high industrial WUE group only includes Beijing and Tianjin. The spatial difference of industrial WUE in China has a decreasing trend. In order to realize the coordinated regional development, the industrial water use in the eastern and western China should be highlighted.
