    摘要:

    建立一个综合考虑经济、社会、水资源环境等目标的水资源优化配置绩效评价指标体系,有利于为贯彻落实河长制提供相配套的制度保障。根据目标要求确定相应评价指标的原则,在剖析新发展理念所蕴含的对于水资源优化配置要求的基础上,提出了包含经济发展指标和社会公共需求满足程度的两方面指标,涵盖经济合理性、社会合理性、生态合理性的多层次水资源优化配置绩效评价指标体系。该指标体系由经济成本、经济收益、基本生存用水指标、水生态环境指标和产业安全指标5个一级评价指标和若干二级指标构成,采用专家群组决策特征根法逐层确定各指标的权重。

    Abstract:

    The establishment of an evaluation index system for performance of optimal allocation of water resources comprehensively considering the economic, social and water environmental goals is in favor of providing the relevant institutional guarantee for implementing the River Chief System in China. According to the principle of the corresponding evaluation indices required by the goals, a multi-layered evaluation index system including economic development indices and public demand satisfaction indices, which covers economic rationality, social rationality and ecological rationality, is proposed by discussing the allocation of water resources reflected in the new development concept. The evaluation index system is composed of 5 indices of the economic cost, economic benefit, water consumption for daily life, water ecological environment index and industrial safety index and some sub-indices. Their weights can be calculated level by level by the group decision eigenvalue method done by some experts.
