Based on the local practice of water-saving loans in Jiangsu, Fujian, Zhejiang, Shanghai, Shandong, and Hebei, the main characteristics of water-saving loans are summarized, and the problems and shortcomings of current water-saving loans in institutional design, application fields, policy support, and operational mechanisms are analyzed.Guided by the construction of a national green finance system, drawing on the carbon emission reduction policy framework, a 1+ N + X policy framework system for water-saving green finance is constructed. the operation mechanism and implementation path of water-saving loans at the national, local, and bank levels should be improved, and the accelerated development of China’s water-saving industry through green finance should be promoted.
