Abstract:The high-quality development of water conservancy in the new stage urgently requires a talent team that is compatible with it, and professional and technical talents are the backbone force to promote the high-quality development of water conservancy in the new stage.From the perspective of high-quality development, based on the human capital theory, building a cross-border professional and technical talent pool could gather and reserve key talent needed for industry development. And innovate the talent development model from the whole chain of introduction, training, use, evaluation, mobility, and motivation.Based on the grey model, predict the characteristics of talent demand, and combine human capital theory to construct a development mechanism and implementation path for the cross-border talent pool. The results indicate that the problem of spatial heterogeneity in the distribution of water conservancy talents will continue to exist, and it is necessary to build a cross-border talent pool to gather and reserve key talent in the industry. Measures such as internal training and external introduction of dual wheel drive should be taken to meet the talent demand of the industry and innovate the talent development model. Thus, on the basis of strengthening macroeconomic regulation, the coordinated allocation, cross-border storage, and dynamic sharing of talents can be achieved.
