On the basis of an elaboration of the relationship between the development of water culture and the construction of an ecological civilization, the water culture is divided into the physical form of water culture, the systemic form of water culture, and the spiritual form of water culture. The characteristics and implications of water culture are briefly analyzed. The significance and the mode of the water culture embedded in ecological civilization construction are discussed. A case study of the culture construction with regard to the Lujiang River was conducted. With focuses placed on exploration, inheritance, and promotion of traditional water culture; refinement of traditional ideas of water management and utilization; enhancement of water ecological culture construction; and construction of water culture demonstration sites, the practice of water culture-embedded ecological civilization construction in the Lujiang River Basin is discussed.
