    摘要:

    提出了基于GIS网格化的河长制信息化系统信息资源模型,该模型以河湖体系为核心,以河长制行政区划分段,形成河湖模型,并设计各类型数据目录存储结构,使各类数据与主体河湖模型对象关联;同时利用GIS空间数据处理方法,根据行政区划将分级管辖河段对象空间网格化,形成基于河湖模型的GIS空间网格化河湖资源空间数据对象,利用GIS的空间分析功能,将不同类型的数据资源与对应段的河湖资源对象自动关联,从而提供数据服务,支撑整个河长制监测监管信息的运转。模型应用于长沙市河长制信息化管理系统,实现了基于“互联网+”的河湖治理信息化工作模式,极大提高了河长制信息化工作的效率。

    Abstract:

    The information resource model for River Chief informatization system based on GIS grid was proposed. This model takes the river and lake system as the core, divides the sections according to the River Chief administrative region, forms the river and lake model, and designs the storage structure of each type of data directory, so that all kinds of data are associated with the main river and lake model object. In the meantime, the GIS spatial data objects of river and lake resources based on the river and lake model are formed by meshing the objects of river and lake resources under hierarchical jurisdiction according to the administrative division by the method of GIS spatial data processing. The spatial analysis function of GIS is used to automatically associate different types of data resources with river and lake resource objects in corresponding segments, so as to provide data services and support the operation of monitoring and supervision information of the whole River Chief system. This model was applied to Changsha River Chief system information management system, and realized the information working mode of river and lake management based on “Internet+”, which greatly improved the efficiency of River Chief system information work.
