    摘要:

    为贯彻落实“十六字”治水思路的必然要求和重要任务之一——水资源集约安全利用的评价工作,在节水优先和生态优先方针指导下,探讨了水资源集约安全利用的评价指标体系,进而采用AHP-CRITIC综合赋权,引入对称交互熵多属性排序法,建立了水资源集约安全利用评估模型。应用于2019年中国31个省级行政区(不含港澳台)的研究结果表明:31个省级行政区的水资源集约安全利用总体上处于中等水平,存在较大的提升空间;集约与安全之间存在互斥现象,北京、天津和新疆等多个省级行政区的集约利用和安全利用水平悬殊较大,亟须针对性地进行优化;因地制宜、精准施策是当前中国贯彻新发展理念,推进水资源集约安全利用的重要策略之一。

    Abstract:

    In order to implement the inevitable requirement and one of the important tasks of the “sixteen character” water treatment thought—the evaluation of intensive and safe utilization of water resources, under the guidance of the policy of water saving priority and ecological priority, the evaluation index system of intensive and safe utilization of water resources was discussed. After that, AHP-CRITIC comprehensive weighting and the symmetrical cross-entropy multi-attribute ranking method were adopted, and the evaluation model of intensive and safe utilization of water resources was established. The research involve 31 provincial administrative regions(excluding Hong Kong, Macao and Taiwan)in China in 2019 the results indicate that the intensive and safe utilization of water resources in the 31 provincial administrative regions is generally at a medium level, and the level of the intensive and safe utilization of water resources has a huge room for progress. In addition, the relationship between the intensive utilization of water resources and the safe utilization of water resources is heterogeneous. There is a great disparity in the level of intensive utilization and safe utilization in some provincial administrative regions such as Beijing, Tianjin and Xinjiang, which needs to be optimized. Therefore, it is one of the most important strategies for China to implement the new development philosophy and promote the level of intensive and safe utilization of water resources.
