    摘要:

    针对HJ.610—2016《环境影响评价技术导则地下水环境》在水利水电工程地下水环境影响评价工作的环境影响识别、现状调查和预测评价等方面的指导性不够明确,且未包含工程对地下水水量和水位的影响预测工作等关键问题。结合滇中引水工程,在分析水利工程特点的基础上,梳理了水利水电工程不同工程区段地下水环境影响识别指标,提出了地下水环境保护目标类型和工作重点,认为现场调查、勘探、监测宜结合工程识别的影响范围开展;总结了地下水环境影响预测的重难点和主要技术方法,宜在地下水环境较为复杂的区域开展数值模拟 研究;给出了水利水电工程地下水环境影响评价工作的具体落脚点。

    Abstract:

    The existing Technical Guidelines for Environmental Impact Assessment-Groundwater Environment (HJ 610-2016) is not clear enough in the identification of environmental impacts, current situation investigation and forecast evaluation in the groundwater environmental impact assessment of water conservancy and hydropower projects. Meanwhile, the prediction of the project’s impact on the groundwater flux and elevation is not covered by this guideline. Combined with the Dianzhong Water Diversion project, based on the characteristics analyzing of water conservancy projects, this paper elaborates the indicators to identify the impacts on groundwater environment in different project stages of water conservancy and hydropower projects, outlines the target types and work priorities of groundwater environment protection in different project stages, and summarizes the difficulties and main technologies of predicting the impacts on the groundwater environment. This paper indicates that the groundwater environmental protection should be carried out in combination with the scope of influence of on-site investigation, exploration, monitoring and engineering identification, and it is better to carry out numerical simulation research in areas with complex groundwater environments. Finally, the specific foothold of the groundwater environmental impact assessment for water conservancy and hydropower projects is given.
