    摘要:

    基于南水北调水资源供应链,构建政府补偿与市场化补偿相结合的多元生态补偿机制。假定水资源供应链中各成员具有利他偏好,对比分析利他偏好下中央政府实行断面水质补偿机制与水资源保护成本补偿机制的效果。结果表明:调水工程水资源供应链中水质、水价、消费者剩余与水资源分销商的利他偏好水平正相关;中央政府纵向补偿与地方政府横向补偿对水质提升均有促进作用,利他偏好下受水区的效用会随着水质的提升而提升;转移制度契约可缓解市场化补偿机制下供应链各成员决策的双重边际效用,改善水资源分销商“搭便车”行为,促进供应链总效用和消费者福利提高。

    Abstract:

    Based on the supply chain of water resources for the South to North Water Diversion Project, a diversified ecological compensation mechanism that combined the government compensation and the market-oriented compensation was established. By assuming that each member of the water supply chain has the altruistic preference, this paper compared and analyzed the effects of the compensation mechanism of cross-section water quality and the compensation mechanism of water resources protection cost by the central government under altruistic preference. The results show that the water quality, water price and consumer surplus in the water supply chain of water transfer project are positively related to the altruistic preference level of water distributors. The vertical compensation of the central government and the horizontal compensation of the local government can promote the improvement of water quality, and the utility of water receiving areas will increase with the improvement of water quality under altruistic preference. The transfer contract can alleviate the double marginal utility of supply chain members’decision-making under the market-oriented compensation mechanism, alleviate the “hitchhiking” behavior of water distributors, and promote the total utility of supply chain and the welfare of consumers.
