白龙江引水工程受水区水资源利用效率测算与影响因素分析

    采用考虑非期望产出的超效率SBM模型对白龙江引水工程甘肃省受水区20个县区2011—2020年水资源利用效率进行了测算,并利用Tobit模型分析了水资源利用效率的主要影响因素。结果表明:受水区水资源利用经济效率呈下降趋势,水资源利用环境效率和绿色效率呈平稳上升趋势;用水因素、经济发展水平、产业结构和水资源禀赋明显促进了水资源利用经济效率,城镇化水平抑制了水资源利用经济效率;城镇化水平对水资源利用环境效率产生明显的积极影响,产业结构、水资源禀赋对水资源利用环境效率产生明显的负面影响;产业结构、水资源禀赋对水资源利用绿色效率的负面影响较为显著;整体上,水资源利用绿色效率大于环境效率大于经济效率,2011—2020年受水区水资源利用效率水平不高,受水区需优化产业结构,相邻县区可加强区域合作,缩小差异。

    Abstract:

    The super-efficiency slack-based measure (SBM) model considering unexpected output was used to measure the water resources utilization efficiency of 20 counties and districts in the water receiving area of the Bailong River Diversion Project in Gansu Province from 2011 to 2020. The Tobit model was used to analyze the main influencing factors of water resources utilization efficiency. The results show that the economic efficiency of water resources in the receiving area shows a downward trend, while the utilization environment and green efficiency of water resources exhibit a steady upward trend. Water use factors, economic level, industrial structure, and water resources endowment promote the economic efficiency of water resources utilization, while urbanization level inhibits the economic efficiency of water resources utilization. Urbanization level has a positive effect on the environmental efficiency of water resources utilization, while industrial structure and water resources endowment have negative effects on the environmental efficiency of water resources utilization. Industrial structure and water resources endowment inhibit the green efficiency of water resources utilization. On the whole, the green efficiency of water resources utilization is greater than the environmental efficiency, and the economic efficiency ranks last; the level of water resources utilization efficiency in the water receiving area is not high from 2011 to 2020. Therefore, the water receiving area needs to optimize the industrial structure, and neighboring counties and districts can strengthen regional cooperation to narrow the differences.
