    摘要:

    在总结国内外洪水防控与应急管理关键技术问题研究成果的基础上,针对中国中小河流众多、洪水频发、灾害严重等特点,讨论了高时空分辨率雨量场构建与短临精准预报、精细与智能洪水预报、洪水实时风险评估与应急处置、水文气象数据质量控制、云平台构建及多重情景仿真等关键技术问题,探讨关键科学问题,为中小河流洪水防控与应急管理提供思路。

    Abstract:

    A summary is firstly made on the research achievements of key technical issues in the flood prevention and the emergency management at home and abroad. In view of the characteristics of small and mediumsized rivers such as large quantities, frequent floods, and severe disasters in China, this study discusses the construction of high spatialtemporal resolution rainfall field and shortimpending accurate forecasting, the fine and intelligent flood forecasting, the realtime flood risk assessment and emergency disposal, the quality control of hydrometeorological data, the cloud platform construction and so on. Through the discussion of key scientific problems, a train of thought can be provided on key technologies of flood prevention and emergency management.
