    针对湖泊水资源配置管理中量质耦合现象,从水资源量质耦合状态分析入手,引入联合分布概率理论,构建基于水质与水量的Copula函数模型,揭示流域水资源“量”与“质”的内在耦合态,并在此基础上,基于IPCC提出未来情境仿真框架,以决策树理论从宏观角度开展太湖流域用水结构优化策略研究,提出逐步关停淘汰企业,建立循环经济实现产业升级的工业用水优化策略;通过采取新型种养殖模式提高农产品价格推动科学生产的方法来实现有机农业的农业用水策略;从低碳生活入手,做到一水多用,逐步改变生活方式的生活用水策略。

    Abstract:

    With regard to the coupled phenomenon of quantity and quality of lake water resources, from their coupled states, the Copula function based on quantity and quality of water is established by introducing the theory of joint probability distribution, and the inherent coupled state of quantity and quality of basin water resources is revealed. On this basis, the simulation framework of future situation is put forward based on IPCC. The researches on structural optimization of water use in Taihu Lake basin are carried out from macro view using the theory of decision-making tree. The following strategies are proposed: (1)Backward enterprises should be shut down step by step, and the optimization strategy for industrial water should be established by means of circular economy to realize industrial upgrade. (2)The strategy of farm water to realize organic agriculture is achieved by adopting new pattern of breeding and raising price of farm products to promote scientific production method. (3)The strategy of domestic water should be realized from the low-carbon life, multiple uses of water and gradually changed lifestyles.
