Based on the current situation of the development of eco-civilization of water, the existing researches are reviewed, and the necessity and feasibility of the development and the collaborative innovation of the eco-civilization of water are determined. The literature analyses, talks and field investigations are adopted to analyze the specific problems faced by the development of eco-civilization of water, and the significances and functions of four collaborative subjects, government, corporations, the public and communities, are discussed. The idea of comprehensive sustainable development and the collaborate idea of social subject participation are put forward to realize the transformation from static to dynamic development, from over reliance on financial input to marketing operation as well from government leading to public participation.
