    摘要:

    基于生态、社会、管理和经济4个维度构建我国农村绿色小水电建设成效评价指标体系,采用熵权法和层次分析法相结合确定指标权重,并结合模糊综合评价法对农村绿色小水电建设成效进行客观的定量评估。最后,将模型运用于甘肃皇城水库水电站的实例分析,结果表明甘肃皇城水库水电站绿色小水电建设成效属于良好水平,同时指出其发展不足之处,为农村绿色小水电建设成效评价提供了思路和方法。

    Abstract:

    The evaluation index system for construction efficiency of green small rural hydropower in China is established from the four dimensions of ecology, society, management and economy. The construction efficiency of green small rural hydropower is objectively and quantitatively investigated by using the fuzzy comprehensive evaluation(FCE)method based on the weights of various indices determined by the entropy method and the analytic hierarchy process(AHP). Finally, the proposed model is applied to the example of Huangcheng Hydropower Station in Gansu Province. The results show that the green construction performance of Huangcheng Hydropower Station is good and its deficiencies are also analyzed so as to provide ideas and methods for the development of green small rural hydropower in China.
