    从河流健康与宜居两方面,选取11个指标,构建了基于主客观赋权法的隶属度加权评价模型和协调发展度模型,采用该模型评估了2016—2019 年飞云江干流“幸福河”建设状况。结果表明:飞云江干流“幸福河”建设水平总体偏向于Ⅱ级(幸福) 水平,处于中等协调发展阶段,存在向良好型协调发展状态转变的趋势;水资源开发利用效率、流域城乡居民经济水平、生态用水满足程度、流量过程变异程度与河流连通性等指标,限制了飞云江干流幸福等级的提升。提出减少河道整治人为干扰、修复水生态保障需水量、合理规划水资源配置和深化河流社会服务功能等改进措施。

    Abstract:

    From the two aspects of river health and livability, 11 indicators were selected to construct the membership degree weighted evaluation model based on subjective and objective weighting method, and the coordinated development degree model was constructed. The above models were used to evaluate the construction status of Happy River in the main stream of the Feiyun River from 2016 to 2019. Improvement suggestions were proposed, including reducing human interference in river regulation, restoring ecological water demand, rational planning of water resources and deepening rive social service functions. The results show that the overall Happy Rive construction is inclined to the second level of happiness, and the coordinated development status is in the medium coordinated development stage, indicating the development tendency to well-coordinated development stage. Indexes such as water resources development and utilization efficiency, economic level of urban and rural residents, ecological water satisfaction degree, discharge process variation degree and river connectivity restrict the happiness level promotion for the Feiyun River.
