    摘要:

    为实现水资源可持续利用,实行最严格的水资源管理制度,综合已有相关研究成果,以水资源管理“三条红线”为基准,构建了重庆市水资源管理综合评价体系,对水资源开发利用、用水效率、水功能区限制纳污等指标进行量化,并探讨单项指标的计算方法和综合评分,应用于2012年重庆市38个区县水资源管理综合评价。结果表明:运用该评价体系进行评价可有效地考核重庆市各地区水资源开发、节约和水质现状的综合管理水平,可作为重庆市落实最严格水资源管理制度的行之有效的考评方法。

    Abstract:

    In order to realize the water resources sustainable utilization and implement the most stringent water resources management policy, it is important to establish the evaluation system. The “Three Red Lines” of water resources management was selected as reference to establish the evaluation system for water resources management in Chongqing, China on the basis of the existing research. The control indexes of water resources exploitation and utilization, water consumption efficiency and assimilative capacity of water function zone were quantified and, additionally, the computing methods of each evaluation index and the comprehensive score were discussed. In 2012, the system was applied to the thirtyeight counties in Chongqing. The results show that the appliance of evaluation system can effectively check the comprehensive management level of water resources development, water saving and water quality of the counties in Chongqing. Thus, it can provide effective appraisal method to implement the most stringent water resources management policy.
