Abstract:From the perspective of fairness and efficiency, taking economic, social and environmental factors into consideration, four main indicators closely related to pollutant distribution, including water resources, environmental capacity, population and gross domestic product, are selected according to the principles of representation and independence. Then by means of entropy weights method and AHP, weights are assigned based on different levels of influence of subjective weights and objective weights on the total allocated amount. Then the combination weighting of both subject and object is obtained. In the end, the allocating scheme is determined according to the target of pollutant emission control and is testified in the cases of total water pollutants control schemes of 11 districts in Hanzhong, Shanxi Province. The results show that when adopting combination weights assignment approach, subjective weights and objective weights have different levels of influence on total control. To distinguish the influence, more weights are assigned to objective weights. Meanwhile, distribution results in this paper meet the national requirements of the water pollution abatement proportion.
