    摘要:

    从公平兼顾效率的角度出发,综合考虑区域的经济、社会和环境等因素,依据代表性和独立性原则,选取与污染物总量分配紧密相关的水资源量、环境容量、人口和生产总值4个主要指标,借助熵权法和层次分析法原理,根据主观权重和客观权重对于总量分配的影响程度赋权,得出主客观相结合的组合赋权,最后根据污染物排放控制目标确定分配方案,并以陕西省汉中市11个行政区的水污染物总量控制方案为例进行实证分析。结果表明,采取组合赋权方法时,主观权重与客观权重对总量控制影响程度不同,需对重要性加以区分,对客观权重给予更大的权重,同时,实例分配结果符合国家水污染削减比例的要求。

    Abstract:

    From the perspective of fairness and efficiency, taking economic, social and environmental factors into consideration, four main indicators closely related to pollutant distribution, including water resources, environmental capacity, population and gross domestic product, are selected according to the principles of representation and independence. Then by means of entropy weights method and AHP, weights are assigned based on different levels of influence of subjective weights and objective weights on the total allocated amount. Then the combination weighting of both subject and object is obtained. In the end, the allocating scheme is determined according to the target of pollutant emission control and is testified in the cases of total water pollutants control schemes of 11 districts in Hanzhong, Shanxi Province. The results show that when adopting combination weights assignment approach, subjective weights and objective weights have different levels of influence on total control. To distinguish the influence, more weights are assigned to objective weights. Meanwhile, distribution results in this paper meet the national requirements of the water pollution abatement proportion.
