According to some problems of sponge city construction such as the practice of the construction of the sponge city is mostly confined to the city or the research area, lacking of co-ordination between internal and external drainage basins, overemphasizing low impact development, ignoring the fact of hardened city which is difficult to reform, this article focuses on the relationship between the sponge city and the watershed control as well as the basic measures of river basin control, and briefly expounds the main steps in the preparation of the implementation plan of the sponge city. It is considered that the construction of sponge city is a systematic project of multi branch and multi discipline, and related basic theory research and engineering construction should be strengthened.
