Through summarization and analysis of advanced experiences in integrated water resources management in watersheds outside China, we find that, although the experiences vary across different countries, they have some things in common. First, these countries pay close attention to legislation and innovation, which enables the watershed management agencies to exercise their rights over water resources management. Second, efficient watershed management agencies have been established in these countries to pursue a suitable balance between rights and democracy. Third, they attach considerable importance to public participation, thus to clear rights and obligations of supervisory agencies.
